你好，可以的！Bar 算是他們的國際港，跟義大利有直通船班，一樣下船後在海關辦簽證。坐車從克羅埃西亞經波士尼亞進蒙特尼哥羅不用波士尼亞簽證，那一小塊區域是克羅埃西亞跟波士尼亞協議的免簽證區，到蒙特尼哥羅邊境再當場辦簽證即可。

以下為外交部公布之蒙特內哥羅Montenegro簽證及入境須知：
在蒙特內哥羅對我國實施免簽證待遇初期階段，國人凡持效期超過6個月以上的中華民國普通護照（需身分證號碼），備齊機票、旅館訂房紀錄及訪問目的等證明文件，在抵達蒙特內哥羅至少2個工作日前，將填妥並親簽的旅遊計畫表以傳真方式，直接通知所在地鄰近的蒙特內哥羅駐外大使館，或透過我國駐匈牙利代表處（傳真號碼：+36-1-2664003）或駐歐盟兼駐比利時代表處（傳真號碼：+32-2-5111789）轉知蒙特內哥羅政府。我駐匈牙利代表處或駐歐盟兼駐比利時代表處轉知蒙特內哥羅政府時，將同時副知當事人；通知完成後，我國人可以免簽證方式入境蒙特內哥羅，單次停留期限為7天。
以下為我國駐匈牙利代表處的回覆：

4.請務必記得隨身攜帶您所傳真的原件，以利於海關時出示受檢，倘有任何問題可請該國海關直接與蒙國外交部領務司聯繫。
三、以上敬請參考，倘有疑義，歡迎再來信詢問。
