北海道Times Car 租車一問

關於台灣人去日本租車自駕,
就小妹我爬文的心得是:
備齊 台灣護照正本+台灣駕照正本+台灣駕照的日文譯本 這三樣即可
而且我看去年申請的日文譯本上面的有效期線是XXXX (應該是無效期限制的意思)
好像從2013還哪一年開始就無效期限制了
但是最近在跟TIMES CAR 書信往返過程中
對方提醒了一些事 (英文很爛不是很懂)
可否請知道的大大釋疑呢 ??
那個"convention of Road Traffic on Sep.19, 1949".到底是什麼阿 @@

Please kindly noted that we want you to make sure if your International driving permit is under the the "convention of Road Traffic on Sep.19, 1949".
You will also rent a car with your Taiwan driving license and official Japanese translation document of your local driver license.
