I think what Daren meant was that you could try to apply for an US-visa interview online, instead of applying for a visa online.
Suggest you to call US embassy in NZ directly, to see if they could accept your application. To my understanding, Taiwanese are not allowed to apply US-visa application in Canada, unless you are a PR of Canada. I am afraid this condition applies to NZ.

Apply US visa in Taiwan just need one day!! You can fill form in the website, and print it out in any place. But you still have interview, to print your (Y) !!
Maybe u should try apply US visa in NZ, but maybe not so ez. For any detail you should check US embrassy in NZ website.
