another silly question-電腦設備問題

is anyone know those internet access point in Siem Reap (cafe or e-mail centre, etc.) is using window 2000 / XP or window 98? Could their PC connect a USB cable?

I ask this because I usually bring a portable USB HD to store my pictures. I need window 2000 or XP to access my portable HD and camera through USB....
Carmera --> PC, then PC --> HD, two steps.

Thanks!
