請幫我看這則日本訂房的取消規則

請教～～我用飯店英文版網站訂房，收到的確認信的取消規則如後附。
我有疑問的是第一條"two days prior to the scheduled arrival date: 30% of the total charge"，
是不是等同日文訂房一般的會顯示的"2日前 宿泊料金の30%"嗎？
即是==>2天前取消,才收30%取消費,3天以前就不收
或者，他的意思是==>2天以前皆收30%取消費?
英文反而比日文還不懂:-$ 麻煩了
※About cancellation Fee
The charges for cancellation of reservations are as follows.
・Cancellation requests made two days prior to the scheduled arrival date: 30% of the total charge.
・Cancellation requests made one day prior to the scheduled arrival date: 50% of the total charge.
・Cancellation requests made on the day of scheduled arrival: 80% of the total charge.
・No-show: 100% of the original reservation fee.
