復興航 : 撤銷合併 威航先停業1年

(中央社記者韋樞台北27日電)原本計劃今年10月1日完成與母公司復興航空合併案的廉價航空V Air威航,經威航董事會決議,撤銷合併案,並改為10月4日起停業1年,以處理相關事務。

復興航空發布重訊,子公司威航公司董事會決議,自今年10月4日起至106年10月3日止停業1年。原本威航於10月1日與母公司復興航空合併,則因考量公司未來營運發展規劃,撤銷合併案。

復興航空表示,為了有效減少虧損力求營運穩定,以及考量合併作業的相對繁複,因此更改原先合併的決議,成為威航停業1年,並利用這1年的時間妥善處理後續事宜。

復興航空指出,身為母公司,將確保威航一切程序恪遵勞動法規,並在法規基礎上確保員工權益。

日前威航公布合併案,並進行善後工作時,傳出威航資方未周知勞工溝通協調,即送大量解雇案予台北市政府,後經北市府要求威航必須與勞方充分溝通。

但威航認為外傳8月17日提出大量解雇為誤解,應是近期威航確實與北市勞動局溝通及討論計畫書呈報內容,而計畫書內容尚在調整中,並未正式送件,造成誤解。1050827

至於為何僅停業1年,復興航空主管指出,主要考量停業後有許多相關事務仍須處理。此外,市場則解讀,雖航空市場持續競爭,不過未來如何變化都仍不定,這樣的作法也可保留威航未來各種發展的可能性。

會不會是先停運,然後等員工受不了自己離職,因為合併就必須安排員工在新公司的職位,等到差不多沒那麼多人了,復興再接受威航的飛機,又不會有抗議的聲音,多麼美好的銜接啊!

Employees protest mass layoffs at airline

TAIPEI, Taiwan -- At a Wednesday morning protest, V Air employees accused the airline of planning layoffs without proper notification and demanded positions at the airline's parent company, Transasia Airways, after V Air is shut down in October.

With support from the Taoyuan Flight Attendants' Union (桃園市空服員職業工會), more than 40 V Air employees demonstrated in front of the Taipei City Government building Wednesday. They defended their right to work while accusing V Air of planning "black box" layoffs.

The workers said management secretly filed a mass layoff proposal to the city government on Aug. 17 without consulting with them or providing any form of notification.

Citing the Act for Worker Protection of Mass Redundancy, demonstrators said V Air must file a layoff proposal with the city government and post a public announcement 60 days prior to the layoffs, or the company could face a financial penalty of NT$100,000 to NT$500,000.

Protesters said the company's management must meet with employees to discuss severance packages and detailed arrangements for displaced workers within 10 days of submitting the layoff proposal, according to Article 5 of the Act.

They urged the city government to "actively intervene" in the matter and ensure that employers discuss future arrangements with the employees.

Defending their right to work, protesters demanded employment at TransAsia Airways with equivalent salaries and benefits.

Contrasting Statements

In a statement released online, V Air said the company has only "discussed the content of the proposal with the city government and has not submitted a formal layoff plan."

"There must some misunderstanding from the press," the statement reads.

By contrast, the Labor Department's Employment Security Division Chief Liu Chia-hung (劉家鴻) said "there is no doubt the (labor) department has received the proposal."

"If (V Air) management doesn't have the slightest idea what is going on in their company and they should probably go find out," he said in a telephone interview.

Amid saturation of the local budget airline market, TransAsia Airway announced on Aug. 9 that all but two of V Air's current routes will be suspended by Oct 1 and that the V Air will be officially shut down.

TransAsia Airways on Wednesday said that all layoff plans will be arranged in accordance with the Labor Standards Act.

A protester, identified only by the surname Huang, said Wednesday that while many senior-level managers have been transferred to TransAsia Airways, lower-level staff are left with no idea whether they will be dismissed or hired for another position at the parent company.

He handed a petition letter to the chief of the Labor Standards Division under the Labor Department Yeh Chien-neng (葉建能), who approached the employees and took questions from the press at the protest.
