宿霧航空 班機改期能不能退票?

由於家母最近身體的關係，
原先預定下禮拜出發的臺灣直飛宿霧考慮要放棄，希望能多陪母親。
剛好前兩天宿霧航空寄信來說明因機場航道關係(?)，所以要更改我的班機，延後50分鐘。
原文:

心想搭著這個順風車向航空公司要求全額退票，但寫了兩封信都遭到拒絕，理由是只有延後50分鐘，尚未達退票(一小時)標準，只給換時間(還是要補差價)。

Your booking and your flight is 50 minutes later than the original departure. If you wish to be rebooked on a different schedule, please be informed that rebooking will be subject to change fee and fare difference, if applicable.

我曉得因為個人因素要退票不應該要求全額退(在此先向各位說聲抱歉，這樣做也許很多人覺得不妥，個人其實也已做好要放棄這組票的心裡準備)，只是剛好遇到更改班機時刻，臉皮很厚地想爭取看看，不知道是否真如同航空公司說的要一個小時才可以給退票?
是否還有其他的處理方式可以建議呢?
