921地震 10月3日2009 – 不丹首相吉格梅‧廷里昨日向在不丹的各國機構代表報告這次不丹921地震災害。這次地震造成12人死亡,37人受傷,影響3,992個家庭,與111所學校。

「這些對不丹來說是相當嚴重的數據,這場震災侵害了不丹的鄉村區域。」首相告訴所有內閣閣員、各國機構代表與政府單位秘書。「對這些同胞而言,家是最終的安全僻護之處,但仍有上千居民至今不敢踏進他們的家門。」他說。

完整的震災報告將在星期一出爐。

首相表示,不丹接受任何外援與建議,且感謝各國協助,「我們會將確保所有善款都進到『不丹國王救援基金』,且所有款項都用做災害復原之用,而非作他用。」他強調。

一支聯合國與世界銀行派遣的六人小組,將於今日出發至東部的六個行政區評估地震災害。這支技術團隊由聯合國駐地協調員Claire Van der Vaeren 以及世銀的不丹代表Mark LaPrairie領隊。

「這個小組將針對地震災害進行損害評估、統合中、長期復原計畫,如此一來,我們將較其他支援的團體,更清楚所應花費的開支,以及如何調動基金。」Mark LaPrairire說。「我們同時也將會評估未來不丹政府所需的設備與資源,以供未來應變類似的天災。」他表示。初步的評估報告將會在四天內提供給不丹政府。

「我們迫切需要報告所提供的資訊,以便進行更多後續的討論。」吉格梅‧廷里說。

首相吉格梅‧廷里也告訴在場的代表們,中央與地方的災害管理團隊也加強了人力,「我們需要更多正式的國際組織,協助給予專業的災害預報與建議。」他說,「我們正在檢討建築規範,還有一個技術小組正致力於全國的斷層線分析。」

他表示,每個區域針對類似災害的完整疏散計畫也正在研擬。「未來在所有區域將會建置快速應變單位,每個單位會配備適當的緊急應變設施與提高機動性,以因應任何緊急情況發生。」吉格梅‧廷里說。

根據不丹災害管理部最新數據統計,3,992間受損的屋舍中,有890間屬嚴重損毀;至少161間屋舍全倒,無法修繕。許多行政區內的佛塔與寺院的損毀數據飆升至681。

Bhutan open to aid and advice: PM

September 21 Earthquake3 October, 2009 - Prime Minister Lyonchhoen Jigmi Y Thinley yesterday briefed representatives of international agencies in Bhutan on the aftermath of the September 21 earthquake, which killed 12 people, injured 37 and affected at least 3,992 homes and 111 schools.

“It’s an enormous figure for Bhutan and this disaster has struck the rural parts of the country,” Lyonchhoen informed the cabinet ministers, heads of international agencies and government secretaries. “Home is the ultimate refuge for safety and security for these people. But thousands of people are still scared to even step inside their own homes,” he said.

A complete report on the damages will be ready by Monday.

Lyonchhoen said that Bhutan is open and would be grateful for any support or advice. “We want to make sure that the money, which will go to His Majesty’s Kidu fund, will be used for the restoration of the damages and not for other purposes,” he said.

A six-member team from the UN and the World Bank will be leaving today to assess the damage of the earthquake in the six eastern dzongkhags. The technical team will be lead by the UN resident coordinator, Claire Van der Vaeren and World Bank representative to Bhutan, Mark LaPrairie.

“The team will be working on assessing the damage and putting together medium and long term rehabilitation planning so that we, among other development partners, have a better sense of how much it might cost and how much it would be to mobilise funds,” said Mark LaPrairie. “We’ll also assess the required capacity for the government to respond to such disasters in future.” A preliminary report by the technical team will be presented to the government within four days.

“We’re very keen to learn from the reports and there will be so much more to discuss from the reports,” said Lyonchhoen.

Lyonchhoen Jigmi Y Thinley also told representatives that the disaster management team at the local and central level would now be strengthened. “We’ve realised that more efforts are needed to set up formal linkages with international institutions for scientific and management science for early warning or advice,” he said. “We’re also reviewing constructions codes and a technical team is working on mapping fault lines for the entire country.”

He said that a complete evacuation plan and management for each centre or zone in case of disasters would also be drawn. “There will be rapid reaction units in all areas, which will be equipped with appropriate tools and mobility in case of emergencies,” he said.

According to latest figures with the department of disaster management, there are major damages to 890 out of the 3,992 affected houses. At least 161 houses have collapsed and are beyond repair. The number of chortens and lhakhangs damaged by the earthquake in the various dzongkhags has also risen to 681.
